The Moore County Board of Commissioners held their November 20 meeting in the second floor chambers of the old County Courthouse in Carthage, NC beginning at 6:00 P.M. This was the last meeting of the current Board of Commissioners, and the first portion of the meeting was a celebration of the service of Commissioner Robert Timothy Lea. Commissioner Lea was presented a cake and commendation by three veterans organizations of Moore County. The League of Women Voters commended him. Retiring State Senator Harris Blake presented Commissioner Lea with a plaque from the NC State Senate and with his own NC Senate pin. NC State Representative Jamie Boles presented Commissioner Lea with a plaque from the NC House. Commission Chair Larry Caddell spoke in commendation of Commissioner Lea's service as well. Also, retiring County Manager Cary McSwain was recognized and celebrated by all as well. County IT Manager, Dariene Yudell was commended for receiving an award. So, the major portion of the meeting was filled with celebration and commendations as well as more mundane business such as the consent agenda and approving the sale of a piece of equipment. However, there were three items of some greater interest, two of which do not appear on the published agenda nor in the meeting packet (found below): (1) The Commissioners approved the extension of the Pinebluff Extraterritorial Jurisdiction boundaries in accordance with the agreement reached between the Town of Pinebluff and the Town of Aberdeen where their allowable ETJ areas overlap. (2) The Commissioners discussed the pending disposition of the Academy Heights school campus. More on this below. (3) The Commisioners discussed the controversy surrounding the signs for Pete's Family Restaurant in Seven Lakes. This will be addressed in a separate blog article, but the discussion begins about 1h:27m into the video. With regard to the Academy Heights school campus, the matter was raised by the County Manager, Cary McSwain who stated that the issue needs to be resolved with and for the Moore County School Board. The School Board legal staff has informed the School Board that the property must be sold by the School Board at fair market value. The School Board is required by law to offer the property first to the County Board of Commissioners. The County legal staff maintain that the applicable state law stipulates that the Board of Education may dispose of the surplus property for a negotiated price. So there is disagreement. Moreover, the Board of Commissioners noted that the property had originally been purchsed using funds allocated by the County BOC (taxpayer monies), and it is illogical that the County BOC should have to purchase the land back with taxpayer monies. Why should the county taxpayers have to pay for the property twice? The County Manager pointed out that the County BOC could purchase the land for a price set by the Board of Education and then reduce the County's capital expenditures budget allocation for the same year by the same amount, thus acquiring the property at no cost to the taxpayer. And, in fact, the School Superintendent, Dr. Spence, might propose that very solution. The town of Taylortown desires the property; however, Taylortown wishes for the property to be donated to the Town. The Board of Education is prohibited from donating the property; however, the County Manager suggested the County Board of Commissioners might acquire the property and then could donate it to Taylortown if they vote to do so. The Board tabled the matter until their December meeting. The Moore County Republican Men's Club held their April meeting at the Country Club of NC (CCNC) beginning at 12:30 PM on Thursday, April 11. Louis Gregory, President of the MCRMC presided. Many elected officials attended to honor retired NC Senator Harris Blake for his lifetime of service. NC Senate President Pro Tempore Phil Berger gave an interesting update on the current activities and priorities in this 2013 legislative session, after which he introduced retired Senator Blake and presented to him the Order of the Longleaf, the highest and most prestigious award that the Governor of North Carolina may present to an outstanding citizen of the State of North Carolina for meritorious service and contributions. Senator Blake then spoke, spending much of his time speaking of his work to improve relations with China founded upon his work to return Lieutenant Hall Upchurch's remains to Moore County and to establish memorial monuments to this war hero both in Moore County and in China.
