    Im Rahmen von ARCH+ features 20 zum Thema "Think Global, Build Social!" sprach Hubert Klumpert, Partner von Urban-Think Tank, über die Bedeutung von Top-Down und Bottom-Up-Ansätzen. Seiner Meinung nach darf man beide Strategien nicht gegeneinander ausspielen, sondern ihre spezifischen Wirkungsweisen berücksichtigen und gezielt einsetzen. Urban-Think Tank hat starken Anteil daran gehabt, den Diskurs über Bottom-Up-Lösungen voranzutreiben. Nun wollen sie sich verstärkt die Mechanismen von Top-Down-Konzepten widmen, um die Politik nicht aus der Verantwortung zu entlassen und Veränderungen im größeren Maßstab zu initiieren.

          Torre David, a 45-story office tower in Caracas designed by the distinguished Venezuelan architect Enrique Gómez, was almost complete when it was abandoned following the death of its developer, David Brillembourg, in 1993 and the collapse of the Venezuelan economy in 1994. Today, it is the improvised home of a community of more than 750 families, living in an extra-legal and tenuous occupation that some have called a vertical slum. Urban-Think Tank, spent a year studying the physical and social organization of this ruin-turned-home. Where some only see a failed development project, U-TT has conceived it as a laboratory for the study of the informal. In their “Torre David / Grand Horizonte” exhibit and in their forthcoming book, Torre David: Informal Vertical Communities, the architects lay out their vision for practical, sustainable interventions in Torre David and similar informal settlements around the world. They argue that the future of urban development lies in collaboration among architects, private enterprise, and the global population of slum-dwellers. This film is a call to arms to architects and everyone--to see in the informal settlements of the world a potential for innovation and experimentation, with the goal of putting design in the service of a more equitable and sustainable future.                   This short film documents a new and revolutionary approach to urban planning. Located within one of Caracas, Venezuela's largest and least accessible barrios, the new cable car system is integrated within the Metro System of Caracas. Designed by Urban-Think Tank, the Metro Cable of San Agustin is 2.1 km in length and employs gondolas holding 8 passengers each. The Metro Cable’s capacity allows for the movement of 1,200 people per hour in each direction. The design was conceived by Urban-Think Tank in collaboration with community residents, local leaders, and international experts. Additionally, each cable car station will possess different social and cultural services such as low-cost housing, a gymnasium, public space ,a supermarket, and a day care center. This project is predicated upon public transportation but strives to holistically bolster the foundations of San Agustín.
