We are very happy to get a Regional Administration in South-West Somalia.” Wide shot; View of conference center STORY The conference to establish the Interim South-West Administration, comprised of the regions of Bay, Bakool and Lower Shabelle, was officially opened today in Baidoa by the President of Federal Government of Somalia, Hassan Sheikh Mohamud. Also in attendance were elders and delegates from the three regions; the Speaker of the Somali Federal Parliament, Prof. Mohamed Osman Jawari; the Special Representative of the UN Secretary-General for Somalia, Nicholas Kay, the Special Envoy of the Intergovernmental Authority on Development (IGAD) to Somalia, Mohamed Abdi Afey; the Ethiopian Ambassador to Somalia, Wondimu Asaminew; the Swedish Ambassador to Somalia, Mikael Lindvall; the Danish Ambassador to Somalia; and representatives from the AU Mission in Somalia (AMISOM). “I fully support the formation of the South-West Regional Administration immediately but we must take care to follow the Provisional Constitution so that everything is clear. I know that you will follow it closely,” said Mohamed Osman, the Parliament Speaker. SRSG Kay congratulated the people of South-West Somalia for their commitment to peace and state-building and also expressed the support of the international community – and the United Nations especially – to the nascent administration. “This conference beginning today is a great example of what Somalia can achieve when the President, the Prime minister and Speaker work as one team and I congratulate you,” said SRSG Kay. Several dignitaries also congratulated the region's people for successfully navigating their way to the historic conference. “The Federal Government of Somalia is with you and we will work on your needs. We will take the fruits of this conference and strive to enforce them,” said President Mohamud in response. The formation of the interim administration is being undertaken in line with an agreement brokered by the Prime Minister on 23 June and signed by representatives of two major political groups in Baidoa that had argued respectively for forming six- and three-region federal states. “We welcome Special Representive Kay, the AU and UN. We also welcome the President, the Speaker of Somalia’s parliament and all the delegates of this conference. We are very happy to get a Regional Administration in South-West Somalia,” said Leyla Mohamed Abukar, one of the delegates. The 378 delegates representing Bay, Bakool and Lower Shabelle will in the next few days review a draft constitution for the Interim South-West Administration. One of the key issues will be the process for electing a president, who could potentially represent the administration at the upcoming High Level Partnership Forum, due to be held in Copenhagen in November.
