          Nonprofits started the year with new rules from the federal Office of Management and Budget. The OMB Updated Guidance applies to Federal awards to states, local governments, Indian tribes, institutions of higher education and non-profit organizations. Types of funding covered includes direct Federal grants and cooperative agreements, pass-through grants to sub-recipients, and procurement contracts under grants. If your organization receives Federal funding, even if it is received indirectly through the State or another organization, this guidance likely applies to you. In this one hour webinar, Deby MacLeod from Clark Nuber and Lillian McDonell from Watson McDonell will introduce us to the most important elements of the new rules. We will start with why it matters, explaining who is impacted by the change and how nonprofits receiving pass-through funds might figure out if the rules apply to them. We will discuss overhead and the indirect cost rate, clarifying what rates apply and how. We will also touch on procurement and other topics related to the OMB changes.               As of October 1, recipients of federal grants and contracts must comply with subrecipient reporting requirements under the Federal Funding Accountability and Transparency Act (FFATA). Grant and contract recipients are now required to report on first-tier sub-awards over $25,000, and the reports must be submitted as often as monthly. The data ranges from sub-awardee and project information to executive compensation, and it will be made available to the public on USAspending.gov. In addition, recipients must learn and administer a new federal reporting system, FSRS.gov. Not surprisingly, this new requirement is causing confusion and increasing the federal reporting burden.
