        European democracy is on the crossroad. The tools of the representative democracy, so deeply rooted in European tradition, are unable to respond to the changing society. That’s why alternatives to existing political system are needed in order to secure just and inclusive society. Participatory budgeting, among many tools of participatory democracy, is now in the spotlight. This method gives the people an opportunity to discuss the issues of budget and public policies and take decisions about specific percentage of the municipal budget. What is the impact of participatory redistribution of resources? Does it contribute to social justice and empowerment? What does democracy mean in other culture? Is it possible to implement it in Polish/European context, based on our urban movements? To find out we spend 6 months in Medellin, Colombia observing participatory budgeting there. In Medellin it is a public policy, supported by social movements and local leaders. We believe that transfer of knowledge and international solidarity is crucial for social change, especially in urban context. We hope experience of local leaders involved in universal urban struggle will be inspiring for European audience. This short movie is a part of a documentary about the method and impact of participatory budgeting that is now being edited.
