      A NATO inicial era uma organização vaga e imprecisa, um ponto de encontro de vários projectos e intenções. Os países do Pacto de Bruxelas esperavam sobretudo beneficiar da ajuda militar americana. Portugal participa nas reuniões preparatórias com algumas dificuldades, pois não é claro quem é o responsável interno pelos assuntos NATO. Na prática a política geral é determinada por Salazar, que acompanha o assunto de perto, mas não existe uma clara separação de funções entre o MNE e os ministros da Guerra e da Marinha. Mas sobretudo a política inicial de Portugal na NATO é essencialmente defensiva. A grande preocupação é evitar que as forças portuguesas sejam deslocadas para fora da Península, pois há compromissos de defesa com a Espanha. Do lado de outros membros da Aliança sente-se que Portugal está fora do espírito da organização; continua agarrado a conceitos de defesa que mais ninguém partilha. É tolerado e protegido pelos EUA, que saem em defesa de Lisboa muitas vezes, perante a impaciência dos Europeus continentais. A razão da atitude american é muito bem sintetizada num diálogo que ocorre nesta altura no Senado de Washington: um dos senadores, mais críticos em relação ao auxílio militar, levanta a questão de Portugal, perguntando como é possível que se esteja a ajudar uma ditadura. A resposta é dada pelo senador Conaly e é taxativa: “Não sei qual a quantidade de democracia que há em Portugal, mas sei que têm os Açores, o que não será nenhum inconveniente para nós em caso de guerra”. Patrick Bond is a political economist with longstanding research interests and NGO work in urban communities and with global justice movements in several countries. He teaches political economy and eco-social policy at the School for Development Studies at South Africa’s University of Kwazulu-Natal, where he also directs the Centre for Civil Society and is involved in research on economic justice, geopolitics, climate, energy and water.

Class TV is Melbourne’s own, student-run television program. Planned, prepared and presented by Thornbury High School students in conjunction with Coburg Senior High School, Class TV showcases talented young Victorian students. In this case, it follows and explains the Model UN Conference proceedings with students sharing their experience as delegates and countries' ambassadors of UN Member States to this mock session of the UN General Assembly. The guest speaker for the Conference was Pamela Curr, Campaigns Coordinator at the Asylum Seeker Resource Centre and the 'acting' Secretary General was Samantha Charlesworth from the Hotham Mission Asylum Seeker Project.
