    Jim Tiggelaar is a project manager with LHB Inc., which led an extensive and challenging redevelopment project in Wayzata, Minn. Informed Infrastructure spoke with Tiggelaar about the comprehensive $225 million project that returned a deteriorating mall into a multi-use development with an intricate stormwater-management system that returned a 14-acre site to mimic its native wetland condition.

      This video is part of a suite of work that uses the proliferation of street barricades in St. Louis as a point of departure. This project germinated through research, interviews with historians, politicians and residents, traversing the urbanscape, and documenting desire lines and blockades. I believe that St. Louis is not so simply geographically and racially divided at Delmar Blvd as many local inhabitants would claim. I see the city more as a constellated series of island infrastructures designed to keep the outsider out. This supposition is related to ideas of urban theorist, Oscar Newman, who in his 1972 text Creating Defensible Spaces, proposed that an area is safer when residents feel a sense of ownership and responsibility for a particular sector of their community. In accord with Newman’s theories, closing streets by the placement of barriers, barricades and bollards was an attempt to preserve the integrity of whole city blocks. Since 1977, St. Louis City has installed over 260 barricades on once continuous thoroughfares. With these statistics in mind, it is my goal for Latch and Plaque to pose the following questions: How do these barricades, set up nearly four decades ago, function today? How does traversing a compartmentalized urban terrain affect the psycho-geography of its inhabitants? By refabricating objects and their exact orientations from these events of latching, I attempt to explore shifting patterns of ownership and usage of identified public spaces. The use of transparent and translucent synthetic materials disengages a supposed utility and aims to question the continued existence of these objects in the urban landscape. An alteration of the city’s grid distorts an ordered urban environment and recalibrates daily human interactions. By mapping maps these alterations to the grid, I seek to reimagine or subtly anthropomorphize the cityscape as both body and grid, to expose the breach between a projected ideal and the visible plaque of the everyday.
