      COP18 (05/12/12) – Satu Hassi, Member of the European Parliament talks about EU ambition. She says she would hope the EU would have been more ambitious than it has shown itself to be. She says that following the climate negotiations she understands that countries aim to show themselves in the best light – and for the EU some of the praise is justified. She says it is true the continent has managed to reduce its emissions by 18% on 1990 levels but that it is also true on the other hand that they are already close to succeeding their 2020 target and are unwilling to raise their ambition. She cites research which says that raising the continent’s target from 20% to 30% could be good for the economy and bring 6 million new jobs.

        COP18: COP18 (05/12/12) – Anja Kollmuss, Senior Policy Researcher at Carbon Market Watch talks about the issues of the AAUs. She talks about the history of the Kyoto Protocol to explain how these pollution permits were able to come into being. She says it is mainly Central and Eastern European States that have these credits and stresses that they could undermine the pledges made in the second commitment period of Kyoto. She warns that the issue is undermining the EU’s credibility are they do not have a common position and are therefore unable to participate in finding an active solution.

          COP18 (05/12/12) – Marcin Korolec, Minister for the Environment, Poland, talks about the COP18 conference as the bridge between the Kyoto Protocol and the new deal for 2020. He says he hopes to see negotiations finish on the second commitment period of the Kyoto Protocol and that next year in Warsaw, the real work can begin on the new agreement. He says that there is a sense of frustration that only a few countries are willing to make real efforts and sign up to Kyoto for a second commitment period but that he hopes a new deal, which covers the whole global community can build on that. He stresses that Poland were able to surpass their emissions reduction target under the Kyoto Protocol while still increasing the country’s economic development. He says this is a good argument for why Poland should host next year’s climate talks.

            COP18 (28/11/12) – Franz Perrez, Swiss Ambassador for Environment talks about Switzerland’s position at the climate negotiations. He talks about its differences to the EU but also how the two groups can help and complement one another. He says while Switzerland shares many similar values to the EU, being a smaller group, they are often able to be more flexible, quicker with new ideas and more ambitious. On the other hand, he says they can benefit from the weight of the EU’s decisions as a larger negotiating bloc. He says three things must be achieved in Doha. Firstly he said the Kyoto Protocol discussions have to be concluded in a meaningful manner, with countries pledges being what they say they are and not only achieved through the use of carry-overs from the first commitment. He stresses that Switzerland wants to see strict limitations on the use of carry-overs and a cancellation of all credits at the end of the second commitment period. On the LCA track of talks, Perrez said countries must reach a conclusion which complements the achievements made on the Bali Action Plan. He says countries must make sure the institutions set up are able to work and that they do not walk away from what has been achieved to date. Finally on the Durban Platform he says we wants a decision – not just a summary – which captures the talks over the past year, including what should be covered by the post-2020 regime and its characteristics.
