    • Minneapolis Dems Fail to Choose Mayoral Pick; Ranked Choice Voting Comes to Fore

      A contentious, 12-hour convention Saturday failed to endorse a DFL candidate for Mayor of Minneapolis, increasing the significance of the role that Ranked Choice Voting will play in the November 5 election and giving a crowded field of candidates more room for maneuver. More than 1,400 delegates attended the all-day convention which — like all but one of the previous three such events — did not succeed at giving the party’s endorsement to one candidate. The convention dissipated in confusion after four ballots when supporters of progressive candidate Betsy Hodges left the Minneapolis Convention Center, joined by supporters of fellow progressive candidate Gary Schiff. Schiff had withdrawn his name from contention after the second ballot and urged his supporters to join forces with Hodges. The joint tactics by the two City Council members were aimed at blocking an endorsement for former Hennepin County Commissioner Mark Andrew, who was the favorite of many “old-guard” DFLers and came the closest to winning the 60-percent support necessary for endorsement. On the fourth ballot, Andrew had about half of the votes, with Hodges trailing behind, at 44 percent. It seemed like a long slog to endorsing Andrew might be under way. But at that point, Hodges and her supporters decamped, supposedly invited to eat pizza outside the convention center, never to return. Their walkout echoed a 2001 walkout led by R.T. Rybak, who blocked an endorsement for incumbent Mayor Sharon Sayles-Belton and went on to win three terms as mayor (Rybak is not seeking re-election this year). The walkout also appeared to deprive the convention of a quorum, frustrating the Andrew campaign’s efforts to push towards endorsement and causing bitter Andrew supporters to attack the Hodges-Schiff faction which, in combination, outnumbered the Andrew forces. On the second ballot of the day, Hodges and Schiff had a combined 56 percent of the delegate strength, while Andrew had 42 percent. Three other candidates — Don Samuels, Jim Thomas and Jackie Cherryhomes — were dropped from contention after the first ballot when they failed to gain enough support to stay in the race according to the convention rules. The convention rules committee decided not to use Ranked Choice Voting in the balloting, a decision embraced by all of the candidates, especially Mark Andrew, whose supporters include prominent opponents of the reformed voting method who have said they want to repeal the system — sometimes called Instant Runoff Voting — which was adopted by the city before the 2009 election. RCV didn’t have much impact in that election, with Rybak seeking a third term without strong opposition, and a low voter turnout at the polls. But with no endorsement in the DFL. a plethora of candidates, including Independent Cam Winton, and a number of other potential candidates waiting in the wings, Ranked Choice Voting now looms large. After making no splash in 2009, the 2013 Minneapolis election may prove to be one of the biggest tests for RCV in the country.           Anti gun violence advocates are outraged that legislation expanding gun background checks to private sales has stalled in the Minnesota House. House Speaker Paul Thissen, A Democrat, said Wednesday that he would not allow the legislation to come to the floor because “neither side has been willing to come to an agreement.” He told the Star Tribune that “because of the intensity on both sides of the issue, even some common-sense solutions can’t be agreed upon right now.” Anti-gun violence supporters Friday trained their ire on Democrats who they thought would be an ally in the fight to impose new restrictions on guns. “We’ve been told our right to be safe is not as important as a right to convenience” said Heather Marten, Executive Director of Protect Minnesota. She spoke in front of a group of protesters outside the Minnesota House chamber. She called out Representative David Dill (D- Crane Lake) who she says has shied away from supporting even a “modest” proposal to close what’s called the “gun show loophole” in Minnesota law that can allow private sales of guns without a background check. Sami Rahamim who lost his father to gun violence in the Accent Sign mass shooting said it is a mistake for Democrats to side with the National Rifle Association.             Day 4: Dive #7 (Dive spot: Amed) Bali Indonesia: We encountered a large school of fish circling around during our 4th day of diving with Carl Fritzsche, Alan Kocha and Bill De Miranda of Green 1 Pod in Bali Indonesia. My second year with DF L 2012. Bill offered to take a picture of me while I was videotaping. Carl waves as I panned to the right, and Alan usually stays behind. I just marveled at the site infront of me - as Carl would gesture with his hands while diving, "Aren't we lucky?" or the Balinese would say "Kita Baruntung!" This was a highlight. HD Video Shot with my new Sealife DC1400.

              My camera was set to filter the blue waters - sorry about the orange filter. This diving trip, every dive seems to be different. Our pods of 20 divers (Green 1 and 2) started with a shore dive in Tulamben, and a boat dive the following day entering the water backwards, this dive, our fifth day, Green 1 pod, 9 divers three small boats like this one, 3 divers per boat. We had to get in the water, and put on our BC while in the water and go from there. My BC, a rental had a leak and was quite annoying. It's time to invest on a BC. Here's Carl and Alan, and I was the last one to get in the water. We were warned that the current would be strong so follow the dive master. I got separated from my group, and I joined the other half. The current was too strong at one point, that we lost a diver. He couldn't keep up and was washed away - another boat picked him up - but it was scary as we ascended with one diver missing. This was a really bad dive!
