    Washingon, DC: November 3, 2011. A forum about the use of military force and America’s proper role in the world with: Lindsey Graham (R-SC) United States Senator Kurt Volker Former U.S. Ambassador to NATO Jamie Fly Executive Director, The Foreign Policy Initiative Benjamin Friedman Research Fellow, The Cato Institute Brian Kennedy President, The Claremont Institute Marion Smith President, The Common Sense Society (moderator) The American public, the conservative movement, and—it often seems—the Obama administration are divided over foreign policy. There’s little rhyme or reason to U.S. actions abroad. We are leaving Iraq, entering Uganda, and toppling foreign leaders while “leading from behind.” Across-the-board defense cuts loom, but the country has no national-security strategy to match this budget path. Meanwhile, Republican presidential candidates offer varied and inchoate views about American statecraft. At this moment of ambiguity, here are some of the questions we should be asking: How should our finances affect our foreign policy? What role should the military play in advancing the cause of freedom abroad? Which is the greater danger: American retreat from the world, or American overextension? Data findings from the expanded 2011 report, which covers, for the first time, a total of 66 countries and jurisdictions, as well as methodological updates, were discussed. Opening remarks were provided by U.S. Senator Lindsey Graham, while closing remarks were provided by Justice Hassan Bubacar Jallow, Prosecutor of the International Criminal Tribunal for Rwanda. The WJP Rule of Law Index® 2011 is the result of four years of intensive development, testing, and vetting—including interviewing 66,000 members of the general public and more than 2,000 experts in 66 countries and jurisdictions.

                  In 2013, Allegheny College President Jim Mullen returned to the National Press Club in D.C. to award the Prize for Civility in Public Life. This time, rather than journalists, the recipients were two long-time senators who usually find themselves representing opposing points of view. Yet Dianne Feinstein and Lindsey Graham have figured out a way to be proud partisans yet still get things done. I was privileged to attend this event in order to write and produce this video documenting the occasion.
