    November 2013 Nepal's constituent assembly was elected in 2008 but dissolved last year without writing the charter. Later this month, Nepalis are going to the polls, giving feuding politicians another chance to draft a new constitution. But some of the most contentious constitutional issues, related to federalism and ethnic identity, have hardly been discussed since the last constituent assembly broke down. And now the process faces a major additional challenge: a splinter group of the Maoist party is boycotting and threatening to violently disrupt the election, calling the whole process a sham.                   In April 2006 a violent civil war brought about the fall of the monarchy in Nepal – the last theocracy in the World – and led to the setting up of a democratic regime. The statue of King Prithvi Narayan (1723-1775), the founder and emblem of the Shah dynasty which had unified and ruled Nepal from 1768 up to 2006, is hidden from the eye. But it has not pulled down. Only a few months will pass before the monument is given back to the citizens and to the flowers garlands of the monarchy’s supporters.
