Like Coventry, Cumberland is facing a similar challenge of providing these services at an affordable level to the taxpayer. Two years ago, Cumberland voters passed a referendum by a 4 to 1 margin to look at creating a unified fire district. But the four independent fire districts have been reluctant, perhaps resistant to unification. The explicit vote of the Coventry and Cumberland taxpayers begs the question: When is an explicit act of the voters not explicit enough? Since the RI general assembly authorizes these independent fire departments to collect taxes, the solution may reside with the general assembly.
