    This webinar discussed the budget proposal and its major components. Rather than focusing on the detailed line item changes contained within the proposal, the webinar instead focussxedn the some of the broad public policy questions the proposal raises. The webinar discussed the progress the proposal would make towards addressing the State of Michigan's long-standing structural deficit. It looked at proposed changes to tax and revenue earmarking, especially with respect to education funding. It will discuss the question of legislative versus executive budget control, and it discussed the potential restructuring of the general revenue sharing program. With respect to taxes, the webinar provided an overview of the proposed changes to Michigan's tax structure, and discuss issues such as using tax expenditures as opposed to appropriations. We looked at the proposal's impact on equity, fairness, and economic growth, as well as other important issues.
