The City of Houston has proposed to build a facility that would take away curbside recycling and have its residents combine trash and recycling in the same bin. In order to achieve the proposal's desired landfill diversion rates, trash would have to be incinerated using catalytic conversion or gasification technologies, which have caused air pollution problems in other parts of the world and have never before been used in Texas. Texas Campaign for the Environment Program Director, Andrew Dobbs, explains the proposal and why the Mayor's plan is a boondoggle and a threat to the environment. Houston wants REAL curbside recycling, not a "One Bin for All" system.

The City of Houston's proposed "One Bin for All" solution to the problem of low landfill diversion will result in a catastrophic drop in recycling rates and an increase in pollution. Andrew Dobbs, Program Director for Texas Campaign for the Environment, presents this 52 minute presentation on why the so-called "Dirty MRF," or dirty materials recovery facility, is a boondoggle maneuver for the City of Houston, a threat to low income communities, and a hazard to the environment.
